# BREAKING - Income Ceilings for HDB Flats and ECs Raised at National Day Rally 2026

Seven years we waited for this one.

Tonight, 23 August 2026, at the National Day Rally, Prime Minister Lawrence Wong announced that the **income ceilings for subsidised HDB flats and Executive Condominiums will be raised** — the first adjustment since 2019.

From **24 August 2026**:

- Families buying subsidised HDB flats: **$14,000 → $16,000**
- Singles aged 35 and above: **$7,000 → $8,000**
- Households buying Executive Condominiums: **$16,000 → $18,000**

The reason PM Wong gave is one you have probably lived through yourself: *"These days, Singaporeans are marrying later. By the time they settle down, many are further along in their careers and earning more."*

Translated: Singaporeans got their pay rise, the ceiling never moved, and a lot of perfectly ordinary couples suddenly found themselves "too rich" for a BTO flat. That gap has now been closed.

## The Numbers, Side by Side

According to HDB, the revised ceilings apply to eligible families and singles purchasing **new flats, resale flats with a CPF Housing Grant, Executive Condominiums, and those taking an HDB housing loan**.

## Now Please Read This Part Slowly — The Two Effective Dates Are NOT The Same

This is where I expect the group chats to go wrong by tomorrow morning, so let me put it plainly.

**For HDB flats:** the new ceiling applies to flat buyers who apply for an **HDB Flat Eligibility (HFE) letter on or after 24 August 2026**.

**For Executive Condominiums:** the new $18,000 ceiling applies to **new units in EC projects with land sale tender closing dates on or after 24 August 2026**.

Read that EC line one more time.

It is **not** based on when you buy. It is based on when the *land* was tendered. So every EC project currently in the market — and every EC sitting on a site that was already tendered before 24 August 2026 — still runs on the **old $16,000 ceiling**. Same for balance units.

Which means: the $18,000 EC ceiling is real, but it will not touch a single EC showflat you can walk into this year. You are looking at sites tendered from late 2026 onwards, which realistically means EC launches in 2028 and beyond. SO DON'T RUSH DOWN TO THE EC SHOWFLAT TOMORROW AND WAVE YOUR $17,500 PAYSLIP AT THE AGENT. 😦

## The Other Thing He Announced — More Ballot Chances If You Have Children

Buried under the income ceiling headline is a change that will matter a lot more to some of you.

From the **February 2027 sales exercise**, first-time families with children get **one additional ballot chance per Singapore Citizen child aged 18 and below**, across BTO and SBF applications.

PM Wong: *"The more children you have, the more ballot chances you will receive — because we want to help growing families secure a home sooner."*

Three kids, three extra chances. That is a meaningful edge in a mature estate ballot where people have been queuing five, six times.

## Next BTO Exercise Has Moved

Small but important housekeeping: the next BTO sales exercise has been **pushed from October to November 2026**, with about **7,960 flats across six locations**, plus Community Care Apartments in Toa Payoh.

If you are applying, the HFE letter application deadline for that exercise is **25 September 2026**.

And since the new ceiling kicks in on 24 August — if you are sitting between $14,000 and $16,000 and you were about to give up, **you are back in the game.** Apply for your HFE letter from Monday.

## What Has NOT Changed

Every time a ceiling moves, people assume everything else moved with it. It did not.

- **The 30-month wait-out for private property owners** buying subsidised flats, resale flats with grants, ECs from a developer, or taking an HDB loan — still there. Nothing tonight touched it. (The 15-month wait-out for *non-subsidised* resale was removed back in July — [I wrote about that one here.](https://www.patkoproperty.com/15-month-wait-out-period-for-private-property-owners-buying-hdb-resale-flats-is-removed/))
- **Non-subsidised HDB resale flats** have no income ceiling at all. Never did. If you are buying resale without a grant, none of tonight's numbers apply to you.
- **MOP, citizenship and family nucleus rules** — unchanged.
- **TDSR, MSR and the LTV limits** — unchanged. A higher income ceiling gets you in the door; it does not get you the loan. Your banker still has the final say.

## My Take

Two things, and they pull in opposite directions.

**One — this is a genuine widening of the door.** A dual-income couple both earning $8,000 is not a wealthy couple in Singapore in 2026\. Two professionals in their mid-thirties hit $16,000 combined without trying very hard. Under the old ceiling that couple was pushed straight into the private market whether they wanted it or not. Now they have a choice. Choice is good.

**Two — a higher ceiling with the same supply means more people chasing the same flats.** The ballot odds for everyone else just got a little worse, and the extra ballot chances for families with children shift the queue again. If you are a childless first-timer couple aiming at a mature estate, tonight was not a great night for you. Somebody has to say it.

For the EC market specifically: the $18,000 ceiling is a signal about where the government thinks the sandwich class sits now, and future EC land bids will price that in. But it is a 2028 story, not a 2026 one.
